This was announced by the acting Minister of Health of the Community of Madrid, Enrique Ruiz Escudero, at a press conference with the Minister of Justice, Interior and Victims, Enrique Lopez, to report on the plan of the regional government to the end of the state of alarm.

Next Sunday, a new scenario opens up without legal coverage that will force the autonomous communities to go to court to endorse restrictions on mobility or other limitations that affect fundamental rights on a massive scale.

Escudero explained that with the state of alarm, the measures established until now, including the limitation of mobility at night between 23.00 h and 06.00 h. or the limitation of the presence of groups of people in public or private areas, will lapse.

He also pointed out that “there is currently insufficient coverage for the adoption by the Community of Madrid of measures limiting or restricting fundamental rights, such as curfews”, and noted that in this respect “the criteria of the different higher courts of justice have been disparate”.

Thus, he stressed that in the “absence of legal tools” for the autonomous communities, that from 00.00h on May 9, the Community of Madrid will apply the mandatory use of masks “in the same conditions and with the same exceptions” as at present, and the recommendation that groups of people are limited in social and family activities in both public or private places, to a maximum of six people, except cohabitants.

In the hotel and catering industry, the permitted hours will be from 6 a.m. to midnight, with no new customers to be admitted after 23.00h, and the prohibition of consumption at the bar and the limitation of four diners indoors and six on the terraces will be maintained.

With regard to the capacity of the hospitality industry, it will continue to be 50% indoors and 75% on terraces. In shopping centres, the capacity will remain at 75% and they may open from 06.00 h until 23.00 h. Cinemas and theatres may close at 00.00 h, and no show or performance may start after 23.00 h, and the 75% capacity and the obligation of a free seat between people who purchase a joint ticket will be maintained. Sports facilities and gyms may open from 06.00 h until 23.00 h, with seating limited to 50% inside.
