Construction of Ibiza’s provisional center for the homeless is 1 year behind schedule

The Consell has imposed four penalties on the construction company totalling 140,000 euros.

The company granted the contract for construction of the low-demand center for people at risk of exclusion in sa Joveria, the UTE Washington Internacional-Transmetal Transformados Metálicos, has accumulated a year of delay and four penalties amounting to 137,348 euros, an amount that is subtracted directly from the total to be paid.

It should be remembered that the construction contract amounted to 1,109,000 euros (VAT included), although “more than half of the amount is still pending payment”, according to the Consell de Ibiza. Although the island’s highest institution does not want to make any statements about the delay in the start-up of this service, they remind us that the construction company “alleges the difficulty in obtaining the material to complete the work”. This newspaper has asked the construction company about the reasons for the delay, but has not received a reply.

Meanwhile, they add from the maximum insular institution, “we continue to apply the penalties provided for in the contract that they themselves signed, in addition to ensuring that they continue to make progress and that the work complies with all the contracted standards”.

The contract was awarded in September 2020, but the company did not present the basic and executive project until early last year; the installation was to be completed in March 2021.

Care service

At the same time, on 21 January, the Consell Insular published the tender for the contract to provide the care service for homeless people for this centre. The procedure concludes next Monday, when it will be known how many companies have applied. For the moment, the Consell does not provide figures, but assures that “there are some interested parties”.

This is a procedure that has been done by the emergency procedure “to give an urgent response to the unforeseeable situation caused by covid, which will last and produce consequences for a long period of time”. The contract is worth 2,633,253 euros (VAT included) for two years, which can be extended for a further year.

The justification for the contract refers to the need for a low-demand center on the island as there is currently no such space. “The es Gorg center is being processed, but it will not be finished in the short term,” it says. This week, the Govern has given the green light to its construction, in the absence of the Ibiza Town Hall justifying that it cannot be built on another site.
