Ibiza City Council is set to give initial approval on Monday to a planning change affecting the site where a 749-space car park had been proposed.
Ibiza City Council is taking another step towards turning a plot of land in Sa Real into a public green space, abandoning the original plan to build a multi-storey car park on the site. On Monday, the city council plenary session will consider the initial approval of an amendment to Ibiza’s General Urban Development Plan (PGOU), which would designate 3,273 square metres of municipal land as public open space.
The move follows a commitment made by Mayor Rafael Triguero after residents of the neighbourhood opposed the proposed car park. The original scheme envisaged 749 parking spaces opposite Sa Real school, including 485 underground spaces and another 264 spread across a four-storey building above ground. The proposal prompted opposition from local residents, who organised a petition against the project.
In June, Triguero personally informed residents that the council was abandoning the car park plan and that the future use of the site would be decided with their proposals in mind.
From car park to public green space
The council is now moving ahead with the revised approach through the fourth specific amendment to the PGOU. Of the 3,273 square metres covered by the change, 2,412 square metres were previously designated for public facilities, while the remaining 861 square metres were classified as road space.
Under the new planning designation, the entire site would become public open space, paving the way for a new green area for walking, relaxation and community life.
The project is also intended to create a green link between Abel Matutes Boulevard and Joan Marí Cardona Park, connecting existing public spaces in this part of the city.
“This is a commitment we made directly to the residents of Sa Real, and we are turning it into action,” Triguero said. The mayor reiterated that the council had pledged to turn the site into a green space and said the planning amendment would allow that decision to be implemented.
The proposal also reflects the public consultation process with residents, which concluded in June. According to the council, the most popular option was a traditional-style green space, featuring vegetation, shaded areas and places to walk, relax and meet neighbours.
“This is not just about creating a new park, but about building the neighbourhood its residents want,” the mayor said.
More green space across Ibiza
The reclassification would increase the total area of local green spaces and public open spaces provided for in the PGOU from 866,645 to 869,918 square metres.
According to the council, the amendment would not increase the site’s development capacity or affect the capacity and functionality of the public facilities envisaged in the municipal plan.
The proposal has already received a favourable legal report and is due to go before the city council plenary session on Monday, 26 October, for initial approval.
The project must then complete the remaining administrative procedures before the change can be definitively approved. These include a public consultation period of at least 30 days and requests for the relevant reports from the authorities and bodies concerned.
