The Civil Guard of Santa Eulària is investigating two people as alleged perpetrators of a fraud scheme involving the fraudulent booking of appointments in the Technical Vehicle Inspection (ITV) system of Santa Gertrudis. According to the investigation, one of the individuals acted as a “fixe” and may have profited by offering irregular arrangements to third parties.
The inquiry began after a complaint from the manager of one of the ITV stations, who had detected unusual behaviour in the appointment system, as well as the frequent presence of an individual who, despite having no employment relationship with the entity, regularly appeared at the facilities and behaved as if he were part of the staff.
According to a press release from the Command, the complainant also reported the existence of appointments created with fictitious licence plates, a practice that allegedly allowed this person to favour certain users by moving vehicles forward in the queue or arranging “quick” appointments outside the usual procedure. Several clients stated that they had gained access to the inspection through the services of this “fixer” and even mentioned the possible existence of clandestine workshops where vehicles were taken for inspection without following the established channels.
As part of the investigation, the Santa Gertrudis ITV station provided the agents with a detailed report of the reservations associated with the telephone number and email address used by this person. The document contains 665 appointments in 2024 and 767 in 2025, all linked to the same contact information, further increasing suspicion about the scheme.
“He operated in an organised manner”
Agents also verified the existence of third-party authorisations that allowed the suspect to manage appointments on behalf of other users. All these authorisations included a second telephone number, suggesting that “he operated in an organised manner” and with the collaboration of at least one other person.
Given the high volume of reservations linked to a single telephone number, the Civil Guard consulted official databases and identified the owner of the line associated with the email address used. This person also appeared as a user in multiple reservations, and investigators suspect he was acting as an assistant to the alleged fixer.
With all the information gathered, the Civil Guard of Santa Eulària is examining whether the suspects, in addition to alleged fraud, may have committed a computer-related offence or other criminal liabilities linked to the manipulation of the ITV appointment system.
