GEN-GOB is calling for the “total and permanent suspension of municipal urban planning” with regard to new residential and tourist developments in Sant Josep, arguing that the municipality is facing an “environmental, water and infrastructure emergency that makes any increase in population impossible without seriously compromising the territory”.
In a press release, the environmental organisation explains that its request is based on “Article 45 of the Constitution, which recognises the right to a healthy environment and the duty to preserve it, as well as the United Nations’ 2022 recognition of access to a clean, healthy and sustainable environment as a universal human right”. It also recalls that Article 47 “obliges public authorities to prevent urban speculation”.
According to GEN-GOB, the municipality’s territory — which has a long record of serious legal breaches in urban planning matters — has been subjected to decades of urban speculation. This dynamic, the organisation argues, “has been allowed, tolerated and, in many cases, encouraged by politicians since the tourism boom”, leading to “serious environmental, social and economic problems” for the resident population.
