The sentence that absolves the former councillor of Governance of Sant Antoni Aida Alcaraz from workplace harrassement, or committed degrading acts against the head of the Policía Local of Sant Antoni, Javier Verdugo, reveals “irregular” actions by the latter in terms of his position which caused the opening of several disciplinary proceedings. During the trial, Verdugo sought to blame these sanctions on the “harassment and destruction” to which he was subjected by Alcaraz, something that the magistrate Clara Ramírez de Arellano, head of Court 1 of the Criminal Court of Ibiza, dismissed her sentence.
Verdugo, for example, considered that “the most scandalous incedent in order to discredit his professional work” occurred on February 12, 2016, “when Alcaraz appeared at his workplace and, in the presence of agents and administrative staff, referred to some envelopes of money, which were in a closet pending to be deposited“. The head of the Local Police claimed that these envelopes came from the collection of fines and that he had already asked the Treasury to inform him of the steps to be taken to deposit them and so that they would not remain in the office, “but they did not reply,” he said. Verdugo acknowledged that the new government team [in 2015], which was part of the accused, did not communicate the existence of these envelopes nor made them available to him”.
Alcaraz stated in court that that day in February 2016, while looking for supplies, she found a box of papers containing “transparent plastic bags with money and complaints that came from apprehensions made to street vendors during the years 2013, 2014 and 2015”. Most of the complaints were “original”, that is, “that they had not reached the legal services of the City Council to be processed with the corresponding sanctioning files”. And most of those complaints were expired. Faced with this situation, Alcaraz “called the Town Hall secretary to take the minutes, the treasurer to count the money, and the councillor for the Treasury, Verdugo and two policemen to act as witnesses”. She also asked Verdugo, as head of the Policía Local, to write a report. Verdugo was sanctioned for this incident, for which he was charged.
