This time, unlike in October when it failed to pass, Parliament approved on Tuesday Decree Law 8/2025 of 5 December, which introduces urgent measures to accelerate strategic projects contributing to the economic transformation of the Balearic Islands. The decree was passed with 31 votes in favour (PP and Vox) and 24 against.
The text is a wide-ranging piece of legislation whose second final provision, addressing the “imminent end of the useful life of the Ca na Putxa landfill”, empowers the Ibiza Island Council to adopt a plenary agreement — with prior authorisation from the Mallorca Island Council — to determine the transfer of the entire waste reject fraction to the Son Reus treatment plant for incineration.
Following its approval, the plenary also agreed that the decree should be processed as a bill under the urgent procedure. The measure entails declaring the transfer of the reject fraction a public service, covering both maritime and land transport. It also allows the shipments to remain in force until the revision of the Ibiza Sectoral Master Plan for Waste Prevention and Management is approved, which is expected to establish a definitive system for handling the reject fraction.
The decree also gives the green light, subject to an agreement between Ibiza and Mallorca, for the concessionaire of the island’s public service to launch a “pilot test” for the transfer of waste. The duration of this pilot phase will be determined by the councils of both islands. At the same time, the regional government has committed to making financial contributions to the Mallorca Island Council to co-finance the costs of waste treatment. These contributions may reach a maximum of €50 million, “distributed proportionally over up to ten years”, which gives an indication of how long this “temporary” pilot scheme could last.
