The Balearic Government confirmed to Diario de Ibiza on Friday that it has initiated proceedings to terminate the concession for beach services currently held by the Consell de Formentera. This move supports statements made on Thursday by the island’s Councillor for the Environment, Verónica Castelló, during an interview on the local radio station Radio Illa.
The concession for the installation and management of coastal services on several stretches of beach in Formentera (CNC02/21/07/0045) includes seasonal tourist services such as eight beach kiosks, sailing schools and lifeguard services. The loss of this concession would result in the absence of these services next summer, as there would be insufficient time to launch and complete a new concession process.
This decision had been widely anticipated following a critical technical and legal report issued in mid-December by the Balearic Ministry of the Sea and Water Cycle. The report documented multiple breaches of “essential conditions” by the beach kiosk operators and concluded by recommending the termination of the concession.
Economic sanctions
One of the breaches highlighted by technicians in the report was the failure to comply with the order to dismantle the structures between 15 January and 15 February 2025. This situation has been repeated this year, as only one of the eight kiosks has removed its installation from the beach.
In any case, even dismantling the structures would not benefit the individual kiosk operators should the termination of the concession be confirmed, as they exploit the services but are not the holders of the state concession. That concession belongs to the Consell Insular and would be withdrawn in full, without exception.
