This morning the Govern will approve, as a matter of urgency, the new Balearic Islands‘ Tourism Law. It will do so by means of a decree law, a formula chosen so that the new regulation comes into force immediately and which must be linked to the urban planning section that is includes. The autonomous Executive has been negotiating the articles in the last few days with the utmost secrecy; the decree law aims to prevent last minute urban and real estate speculation, and suggests that the regulations will be restrictive in this sense.
The president of the Government, Francina Armengol, has been directly involved in the drafting of the law, promoted and negotiated by her Minister of Tourism, Iago Negueruela. The negotiations with the government partners of the PSOE have been fruitful, and the legislation that will regulate the main economic activity of the islands from now on has the consensus of Mรฉs per Mallorca and Podemos. Mรฉs per Menorca has also given its approval, so that the text to be processed later by the Parliament will obtain an absolute majority to be endorsed. The position of the hoteliers remains to be seen, although everything suggests that their opposition will be rather light.
The Executive has convenedย an extraordinary Consell de Govern for first thing today, which will approve the lifting of the restrictions in force due to the covid 19 pandemic (the requirement of the certificate proving vaccination to access certain places and events). At the same time, the Consellers will approve by decree law the new Tourism Law, which will be explained at a press conference.
So far, only the most social and environmental aspects of the law have been revealed, referring to the obligation of tourist establishments to adapt to sustainability measures and the reduction of workloads. The most striking initiative involves the requirement for elevating beds, that avoid or assist in mitigating the negative effects on the health of the kellys,according to medical studies.
